  To limit secondhand smoke for the 2020 Tokyo Olympic and Paralympic Games.

 Scientific evidence shows that passive smoking (exposure to second-hand smoke) causes severe health problems.

 Cities recently hosted the Olympics and Paralympics have taken measures to enact laws and regulations against passive smoking with penalties, and have banned smoking in all indoor areas. The tobacco-free policy promoted by the IOC (the International Olympic Committee) has become an international standard.

 The Ministry of Health, Labor, and Welfare is to submit a legislation still permitting to smoke in existing restaurants with area up to 100 square meters, which raises concerns about the lenient exemptions.

 We propose to implement an ordinance that enforces indoor smoking ban, to protect customers and workers – to safeguard public health from second-hand smoke.
